Russian Individuals Sanctioned for Annexation of Ukrainian Territory

OFAC sanctioned 14 persons considered crucial to Russia's military-industrial complex as well as 278 members of Russia's legislature for enabling an attempted annexation of sovereign Ukrainian territory. OFAC also issued related guidance.

In its statement, OFAC said that it imposed U.S. export controls and visa restrictions on the designees and family members. These designations are intended to be part of a larger message that anyone found to be supporting Russia's "sham referenda" or attempting to annex and occupy sovereign Ukrainian territory, whether inside or outside of Russia, in any way, would become subject to sanctions and U.S. export controls. Actions include any support that may constitute material assistance - financial, material, technological or otherwise - in support of persons or activities related to Russia's continued occupation of the Kherson, Zaporizhzhya, Donetsk and Luhansk regions of Ukraine.

In the related Frequently Asked Questions, Treasury clarified that OFAC is prepared to more aggressively use its existing sanctions authorities to target persons inside or outside Russia who act in support of the Russian agenda.
