OFAC Adds Russian State-Owned Entities to SDN List

The Office of Foreign Asset Control ("OFAC") updated its Specifically Designated Nationals and Blocked Persons List ("SDN" list) to include individuals and Russian state-owned enterprises.

Specifically, OFAC is designating the Public Joint Stock Company Alrosa ("Alrosa") and the United Shipbuilding Corporation ("USC"). OFAC stated that Alrosa is the world's largest diamond mining company and represents "90 percent of Russia's diamond mining capacity"; and that USC, its subsidiaries and Board members are responsible for constructing "a majority of Russian military warships."

Additionally, OFAC issued Russia-related General License 9C, General License 10C, General License 21A, General License 24 and General License 25.
