Canada Imposes Sanctions on Ukrainian and Russian Individuals (with Turza Comment)

On June 21, 2014, Canada imposed sanctions on 11 individuals and one entity in connection with the ongoing unrest in Ukraine.(Canada's announcements are available here and here.) Each of the individuals and the entity, Feodosia, were previously designated for sanctions by the European Union on May 13, 2014. (Feodosia reportedly is a Crimean subsidiary of Naftogaz, Ukraine's state-owned oil and gas company, and is now in the possession of the territory's Russian administration.)

A full list of individuals and entities sanctioned in connection with Ukraine is available here. The designations were announced just one day after the United States imposed sanctions against seven pro-Russian separatists in Ukraine. While the European Union has not taken any recent action with respect to Ukraine, European Council President Herman Van Rompuy stated on June 23 that further sanctions could be imposed on Russia in case of a further deterioration of the situation in eastern Ukraine.

Turza Comment:While violence in Eastern Ukraine continues to simmer, Western countries appear to be sending a message that perpetual unrest will have consequences for Russia and its armed supporters inside Ukraine. In the absence of a significant escalation, however, it is unlikely that the response from the United States, the European Union, Canada and other countries will go beyond the types of targeted sanctions issued in recent days.
