Aggregation, Position Limits for Futures and Swaps; Proposed Rule (CFTC)

The CFTC is adopting new and amended rules, guidance, and acceptable practices, which apply to the designation and operation of contract markets ("DCMs"). The rulemaking requires DCMs and DCM applicants to comply with a total of 23 core principles as a condition of obtaining and maintaining designation as a contract market under CEA Section 5(d). The rulemaking also governs the obligations of DCMs with respect to the processing, trading and execution of swaps, in addition to futures and options contracts.
