The FDIC issued its list of state nonmember banks recently evaluated for compliance with the Community Reinvestment Act (CRA). Her Majesty's Treasury is consulting on a number of proposals aimed at assisting authorities with resolving the failure of non-bank financial institutions. The types of institutions envisaged in the proposals include investment firms, central counterparties, and insurance companies, as well as other financial infrastructure providers such as payment systems. The proposals are intended to complement the government's ongoing work on the reform of the UK banking system. Responses to the consultation should be submitted by September 24, 2012. The Financial Services Authority has issued a statement on the delay in the adoption of new legislation on European Union capital requirements, which is unlikely to take place in autumn 2012 as anticipated. As a result of the delays in the legislative process, it is also unlikely that the measures will be implemented by the expected date of January 1, 2013. The FSA has confirmed that it will continue to prepare for the new provisions nevertheless, in the expectation that the legislation will follow the Basel III implementation timetable. The Financial Services Authority has announced that it will publish a document in October providing further details on the formation of the new Financial Conduct Authority next year. The Financial Conduct Authority is set to take over the supervision of the conduct of all firms currently regulated by the Financial Services Authority.
