FINRA Podcast: November 2014 Monthly Recap

FINRA released a podcast summarizing the latest FINRA notices, compliance resources and news from November 2014.

The podcast highlighted recent regulatory notices, including:

  • Notice 14-46, which requested comments on a proposal to identify over-the-counter trades in NMS stocks that are reported more than two seconds after execution as "out of sequence" and not last-sale eligible for public dissemination purposes;
  • Notice 14-47, which requested comments on a proposal to reduce the synchronization tolerance for computer clocks from one second to 50 milliseconds;
  • Notice 14-48, which requested comments on a proposal to publish the remaining equity volume that was executed over-the-counter, including non-ATS electronic trading systems and internalized trades;
  • Notice 14-49, which concerned FINRA's amendments to increase the honoraria that arbitrators receive for participating in hearing sessions, serving as chairpersons, deciding contested subpoena motions and deciding simplified arbitration cases;
  • Notice 14-50, which requested comments on three proposed pay-to-play rules regarding campaign contributions;
  • Notice 14-51, which requested comments on two proposals regarding equity market disclosure;
  • Notice 14-52, which requested comments on a proposal that would require firms to disclose additional information on customer confirmations for transactions in fixed-income securities; and
  • Notice 14-53, which reminded member firms of their TRACE trade reporting obligations for transactions in TRACE-eligible securities occurring through an alternative trading system ("ATS").

FINRA also reminded firms of upcoming conferences and various online learning tools for registered members.
