Testimony of CFTC Chairman Gensler

Chairman Gensler recites his standard testimony declaring that because three years ago the "the financial system failed, and the financial regulatory system failed as well," Dodd-Frank reform and greater CFTC resources are necessary. He also states that: "The CFTC is working to complete our rule-writing under the Dodd-Frank Act thoughtfully - not against a clock." The testimony also outlines the agency's phased-in implementation of the Act.
