CFTC Commissioner Chilton Speaks to the American Gas Association

CFTC Commissioner Bart Chilton delivered a speech about future CFTC initiatives at the American Gas Association Energy Market Regulation Conference. The speech was generally a restatement of various positions that the Commissioner has previously asserted, including his belief that there should be greater regulation of "massive passives," high-speed traders and banks. As a unifying theme of his speech, Commissioner Chilton recited various events that had occurred on October 3rd in recent years, including that the Roy of Siegfried and Roy had been injured, which Commissioner Chilton linked to the potential danger that he believes high-speed traders create in the markets.
