In a wide-ranging speech, CFTC Commissioner Scott O'Malia reviews the CFTC's implementation of Dodd-Frank mandates and criticizes the proposed definition of "swap dealer," arguing that "[o]ur swap dealer definition proposal needs work to narrow its scope to avoid capturing firms that had nothing to do with the financial meltdown, that would never rise to the level of "too big to fail" because they simply are not-nor were they ever-systemically risky."
