OFAC Sanctions Iranian Entities Involved in UAV Production and Shipments to Russia

OFAC sanctioned an Iranian air transportation service provider for its role in the shipment of unmanned aerial vehicles ("UAVs") to Russia.

OFAC also designated three companies and one managing director for aiding in the "research, development, production and procurement of UAVs and UAV components . . . for Iran's Islamic Revolutionary Guard Corps, Aerospace Force and Navy." The designations were made pursuant to EO 13382 ("Blocking Property of Weapons of Mass Destruction Proliferators and Their Supporters") and EO 14024 ("Blocking Property With Respect To Specified Harmful Foreign Activities of the Government of the Russian Federation").

OFAC issued an amended General License ("GL") under the Russian Harmful Foreign Activities Sanctions Regulations, 31 CFR part 587. General License No. 13B authorizes U.S. persons to pay any relevant taxes, fees or duties otherwise prohibited by a previous Directive 4 under EO 14024, so long as it is deemed necessary to the day-to-day operations of that person in the Russian Federation. The amended GL extends the authorization for these activities through 12:01 a.m. EST on December 7, 2022.
