The new piece of European legislation (due to become effective on January 17, 2025) sets out comprehensive requirements for European financial entities regarding management of information and communication technology third-party risks, as well as introducing an Oversight Framework for critical third-party providers of ICT services.

While most of DORA requirements are addressed to European-regulated financial entities, DORA does have meaningful implications for the U.S. and other non-European providers of ICT services that work with European clients. The in-scope ICT services are considered broadly and range from various types of cloud services, through provision of data and data analytics, non-analogue telecom services, up to software licensing, ICT security and risk management, and other related services.
