OFAC Allows Humanitarian Assistance to Sanctioned Countries

OFAC clarified its sanctions programs' allowance for "legitimate" humanitarian-related trade and assistance during the COVID-19 pandemic.

In an effort to ensure that resources and aid are distributed to "at-risk populations" during the spread of the COVID-19 pandemic, OFAC provided a consolidated fact sheet that summarizes current exemptions from sanctions programs involving Iran, Venezuela, North Korea, Syria, Cuba, Ukraine and Russia.

In addition, OFAC referred to the temporary rule recently adopted by the Federal Emergency Management Agency ("FEMA") to guide individuals interested in exporting Personal Protective Equipment ("PPE"). OFAC stated that the temporary rule restricts the exportation of certain kinds of PPE without FEMA approval. The temporary rule is effective until August 10, 2020.
