Comment Deadlines:

April 25: CFPB interim final rule to amend certain provisions of Regulation Z in light of title LXXXIX (the "Helping Expand Lending Practices in Rural Communities Act") of the Fixing America's Surface Transportation ("FAST") act, Public Law 114-94.

April 29: Board of Governors of the Federal Reserve System ("FRB") interim final rule that amends Regulation I in order to establish procedures for the payment of dividends by the Federal Reserve Banks to implement the provisions of section 32203 of the Fixing America's Surface Transportation ("FAST") act.

April 29: Office of the Comptroller of the Currency ("OCC"), FRB and FDIC joint interim final rules to implement section 83001 of the FAST act, which was enacted on December 4, 2015.
Effective Dates:

April 19: SEC amendments to Exchange Act Rules 3a71-3 and 3a71-5 that address the application of the de minimis exception to security-based swap transactions.

April 22: FINRA Rule 2242 ("Debt Research Analysts and Debt Research Reports"), which addresses conflicts of interest relating to the publication and distribution of debt research reports.

April 22: Federal Energy Regulatory Commission amendments to incorporate by reference the latest version (Version 3.0) of seven business practice standards, which are applicable to interstate natural gas pipelines, adopted by the Wholesale Gas Quadrant of the North American Energy Standards Board.
Filing Deadlines:

April 29: FINRA annual audit report filing deadline for the period ending February 29, 2016.
