Last year, the House passed a reauthorization bill that included what many would regard as much-needed reforms of Dodd-Frank, including new requirements that the CFTC provide more robust cost-benefit analysis when proposing and adopting new rules, and providing statutory relief for end users. CFTC Chair Timothy Massad criticized many of these provisions because, in his view, they "would make it harder to fulfill our mission." It is now the Senate’s turn to consider this measure, and it will be interesting to see the extent to which the House reforms survive.
