FINRA Enhances Form NMA for New Member Applications
FINRA implemented technological enhancements to the New Member Application ("Form NMA") to streamline the Membership Application Program ("MAP") process and improve the user experience for prospective member firms.
In Regulatory Notice 26-09, FINRA stated that the updates are part of the "FINRA Forward" initiative to improve the quality and completeness of initial submissions, clarify information requirements, and reduce follow-up requests. The enhancements do not change the MAP rules governing application review. Instead, the updates to Form NMA include several functional improvements, such as (i) streamlined document upload and cross-referencing capabilities, (ii) interactive navigation tools with "accordion" functionality, (iii) automatic progress saving to prevent data loss, and (iv) standardized response fields—including drop-down menus, checkboxes, radio buttons, and structured tables—in place of free-form text boxes.
FINRA also refined the form’s structure to improve clarity and facilitate more efficient reviews. Previously compound questions have been separated into distinct inquiries with individual response fields and document upload prompts. The updated form also incorporates integrated support resources, including "floating modals" with guidance and embedded hyperlinks to Central Registration Depository records, FINRA rules, and relevant securities laws. Additional structured fields have been introduced for specific data points, such as a new "Add a Facility" modal for the entry of office location details, among other information, and expanded fields for trading and market-making activities to help inform minimum net capital requirements.
FINRA stated that the transition will occur on a phased basis. The enhanced Form NMA will be available through FINRA Gateway beginning April 15, 2026. Applicants with draft applications in the legacy system must either submit those applications or request access to the enhanced form by July 14, 2026, after which all unsubmitted legacy drafts will be purged from the FINRA Gateway. Applications submitted or pending review prior to April 15, 2026, will continue to be processed in the legacy format.
