CFTC Commissioner Giancarlo Discusses His White Paper, Falling Oil Prices and CFTC Priorities (Energy Metro Desk)

CFTC Commissioner Chris Giancarlo discusses his white paper, the recent drops in oil prices and his priorities for the CFTC in the latest installment of Energy Metro Desk.

Commissioner Giancarlo stated that he is "pleasantly surprised" at the reactions to his white paper, titled "Pro-Reform Reconsiderations of the CFTC Swaps Trading Rules: Return to Dodd-Frank," which he said was "meant to stir things up." The white paper provides an overview of issues regarding the current swaps policy and proposes an alternative framework. The article notes that Commissioner Giancarlo also "stirred things up" by suggesting that the CFTC investigate the reasons for the drop in oil prices by taking a look at "the role of speculators" before finalizing a position limits proposal.

In addition to swap-related issues, the Energy Environmental Markets Advisory Committee, which scheduled its first meeting for February 26, 2015, is a top priority for Commissioner Giancarlo. He explained that he has been polling committee members about issues on which the committee should focus, which include position limits, bona fide hedge exemption and maintaining liquidity in traded energy markets.
