FERC Conditionally Accepts Order No. 1000 Interregional Filings by SERTP and Neighboring Regions
The Federal Energy Regulatory Commission ("FERC") conditionally accepted compliance filings by those public utility transmission providers that are enrolled in the Southeastern Regional Transmission Planning region ("SERTP") and in neighboring regions.
Order No. 1000 requires neighboring transmission planning regions to identify and jointly evaluate interregional transmission facilities, which are facilities located in two or more neighboring transmission-planning regions that may offer more efficient or cost-effective solutions to the transmission needs of individual regions. FERC noted that it requires neither an interregional transmission plan nor interconnection-wide planning.
Neighboring regions in the accepted compliance filings include:
- Midcontinent Independent System Operator Inc. and its transmission-owning members;
- PJM Interconnection and its transmission-owning members;
- public utility transmission providers enrolled in the Florida Reliability Coordinating Council region; and
- the public utility transmission provider enrolled in the South Carolina Regional Transmission Planning region.
In the approval notice, FERC stated that with respect to cost allocation at the interregional level, it found that the regional transmission planning and interregional transmission coordination reforms required by Order No. 1000 will address these key concerns. The Commission also said that an avoided cost-only method at the interregional level will account for all benefits identified in the regional transmission planning processes.
