The MSRB filed a partial amendment with the SEC regarding the proposed rule change to Rule G-11 ("Primary Offering Practices"), Rule G-8 ("Books and Records to Be Made by Brokers, Dealers, and Municipal Securities Dealers"), and Rule G-32 ("Disclosures in Connection with Primary Offerings"). The original proposed rule change consisted of provisions to enhance communications among senior managing underwriters and syndicate selling group members during a primary offering of municipal securities. The CFTC Tech Advisory Committee ("TAC") has announced that the Committee will hold a public meeting at the Commission's headquarters on September 12, 2013. The meeting will focus on issues relating to swap data reporting, automated trading (see the concept release in today's news, linked below), and swap execution facilities. The CFTC approved TW SEF LLC ("TW SEF") and DW SEF LLC ("DW SEF") applications for temporary registration as swap execution facilities ("SEF"). TW SEC and DW SEF are the second and third entities that the CFTC has approved for temporary registration as SEFs. The first SEF was Bloomberg LLC, which was granted temporary registration on July 30, 2013. See: CFTC Press Release. The CFTC released the results of individual rule enforcement reviews for ELX Futures, Minneapolis Grain Exchange, and CBOE Futures regarding various compliance issues. Overall, the CFTC found that none of the exchanges had violated enforcement rules, but offered recommendations to the Exchanges and the NFA to ensure adequate compliance. The SEC published the order making annual adjustments to registration fee rates for fiscal year 2014 in the Federal Register. The order states that public companies and other issuers will be required to pay a registration fee of $128.80 per million dollars in 2014. This adjusted fee rate applies to Securities Act Section 6(b) ("Registration of Securities"), Exchange Act Section 13(e) ("Periodical and Other Reports") and Section 14(g) ("Proxies"), and will become effective on October 1, 2013.
