The U.S. House of Representatives Subcommittee on Energy and Power held a hearing in which it considered H.R. 702, a bill to eliminate a 40-year old ban on crude oil exports. Energy and Commerce Subcommittee Chair Fred Upton (R-MI) stated that "America's energy landscape has changed dramatically since 1975 and there's widespread support for oil exports." He also noted that "the President's agreement with Iran now allows Iran to export oil as well."

The CFTC approved Rule 170.17, which requires all registered introducing brokers and commodity pool operators, as well as certain commodity trading advisors, to be members of a registered futures association; i.e., the National Futures Association.Persons who are subject to the rule must comply with it by December 31, 2015.

The CFTC approved an application by LedgerX LLC ("LedgerX") for temporary registration as a swap execution facility ("SEF") pursuant to Part 37 ("Swap Execution Facilities") of the CFTC regulations. The CFTC stipulated that prior to listing a product for trading, LedgerX must comply with the submission requirements for certification under Part 40.2 ("Listing Products for Trading by Certification") or seek approval under Part 40.3 ("Voluntary Submission of New Products for Commission Review and Approval") of the CFTC regulations. The SEC named Robert Cohen and Joseph Sansone, Co-Chiefs of the Division of Enforcement's Market Abuse Unit. The enforcement unit "focuses on complex insider trading rings and other abusive trading schemes and misconduct."

The CFTC named Eric J. Pan, Director of its Office of International Affairs. Prior to the appointment, Mr. Pan was SEC Associate Director for Regulatory Policy in its Office of International Affairs.
